Who it's for
EU, EEA, or Swiss citizens who are going to live in Spain for more than 3 months, whether for work, studies, or on their own means.
Who CAN'T apply for it
- If you're not an EU, EEA, or Swiss citizen, this certificate isn't your procedure — as a non-EU family member of an EU citizen you need the EU family member card (EX-19) instead.
- If you're a non-EU national with no family link to an EU citizen, you need a NIE, not this certificate.

Valid passport or ID document

Documentation depending on your situation
An employer's certificate if you're employed, self-employment registration if you work for yourself, school enrollment if you're a student, or a declaration of sufficient financial means if you won't be working — we'll tell you exactly which one applies to you.
Health insurance
Required if you're a student or won't be working (public or private, with full coverage in Spain, or the European health card if it applies).
Completed EX-18 form

What's the deadline to register?
Within the first 3 months of moving to Spain. You can still apply after that, but it's best not to delay.
What if I'm not going to work?
You can still register if you prove sufficient financial means for yourself and your family, plus full health insurance coverage in Spain — the law requires you to be above the non-contributory pension threshold.
How long does it take?
The certificate is issued the same day as your appointment.
